The Southern Arizona VA Health Care System (SAVAHCS) is currently recruiting for one (1) Human Resources Specialist (Nurse Recruitment) to be assigned to Human Resources in Tucson, Arizona. The incumbent executes full performance HR Specialty level work as performed by the Title 38 Nurse Recruitment team. The incumbent advises and performs first line review of work completed by lower graded junior specialist and assistant assigned to the team. The incumbent plans, develops and carries out the full range of recruitment, and placement duties, as well as related management advisory services for assigned components of the Southern Arizona VA Health Care System. The incumbent participates in special initiatives, studies and projects, and Career Development activities. The incumbent participates in initiatives, studies and projects e.g. self-assessment reviews, the student employment recruitment programs, application of draft qualification standards, etc. The incumbent woks with other Human Resources specialist in identifying potential program initiatives or special projects that could improve the use of civilian human resources, solve problems, or enhance program effectiveness, provide written reports and briefings outlining findings and recommendations, and coordinates results with activities both within and outside the HR Office.

Duties include but are not limited to the following:
- Consider recruitment sources such as colleges and universities, industrial establishments, and state employment services in recruiting for positions.
- Keep informed of labor market trends, and employment cutbacks to cultivate additional sources of well-qualified candidates.
- Interpret provisions of the negotiated union contracts as they relate to merit promotion, priority placement, and reduction-in-force (RIF).
- Provide managers and employees with information and interpretations of the organization's HR policies, procedures, and guidelines when the issues addressed require substantial interpretation, there is potential for controversy, or the issue involves more than one area of HR policy.
- Establish and maintain a cooperative working relationship with managers and supervisors.
- Plan, initiate, and/or conduct HR (Recruitment and Placement) program surveys, studies, or evaluations. Independently responsible for on-site reviews of HR actions or cases for a wide range of occupational areas.
- Develop and/or monitors proposals or plans related to the implementation of HR employee recruitment and placement programs or projects.
- Utilize HR specific computer software.
- Develop proposals/plans for employee recruitment and placement programs or practices of average scope, complexity, or difficulty.
- Review all existing HR Staffing policies, procedures and guidelines assuring current regulations are followed.
- Apply current law, policy, procedures and the latest changes in the areas of Federal staffing as well as Title 38 special pay issues.
- Provide management and employees with interpretations of policy and procedures.
- Consistently communicate and treat customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.

GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Civilian HR Recruitment and Placement activities to hire applicants; utilize HR specific software to qualify applicants, on board applicants.
You may qualify based on your experience and/or education as described below: * Specialized Experience: GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Civilian HR Recruitment and Placement activities to hire applicants; utilize HR specific software to qualify applicants, on board applicants.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progessively higher level graduate education leading to such a degree. OR, LL.M if related. * Specialized Experience: GS-12:You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Physical Requirements:The work is sedentary. Some work may require walking in offices, warehouses, shops, and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. No special physical exertion is required. The work is predominately performed in an office setting with adequate lighting, heat, and ventilation. The work involves everyday risks or discomforts that require normal safety precautions.
There is no educational substitution at the GS-12 grade level.
