GENERAL PURPOSE: This position provides overall authority, responsibility and accountability for the nursing service and all assigned patient care departments. Provides leadership, direction, and administration of direct patient care activities, nursing practice, and nursing education and development across the organization. Participates with board members, administration, medical staff, and clinical areas in developing the hospital's mission goals, strategic direction and financial and operational plan for the nursing division. 24-hour responsibility and accountability for planning, organizing, developing, directing, coordinating, and evaluating the human and material resources necessary for quality patient care and effective nursing operations. Participates in assessing the environment, forecasting trends, transmitting values, communicating ideas, developing and implementing standards and initiating programs and systems. Participates fully with the CEO, COO and other leaders in managing and directing the operational activities of the organization. MAJOR JOB OBJECTIVES AND RESPONSIBILITIES: · Overall authority, responsibility and accountability for the nursing service within the facility. Provides overall leadership and direction for nursing services and all assigned patient care departments. Establishes and maintains high standards for quality of care & patient safety. Takes initiative to improve both processes and outcomes, incorporating best practices and innovations in professional field. Ensures compliance with policies and all accreditation & regulatory bodies and their standards. · Compellingly communicates to staff the critical role they play in achieving the organization's mission and strategic goals. Facilitates organizational change initiatives; leads and supports staff in adapting to a rapidly changing health care environment. Facilitates development and achievement of professional & personal goals for self and staff. Effectively recruits, orients, develops and retains a talented and diverse workforce. · Aligns department goals and manages department resources and budgets to meet strategic objectives. Prepares, monitors, and controls operating and capital budgets for all patient care services to ensure effective budgetary control. Applies financial planning methodologies and aligns project and capital budgeting with strategic objectives. · Consistently models service excellence in internal and external interactions and ensure that service excellence standards are fulfilled to by others. Ensures employees receive information needed to perform jobs including feedback to enhance performance and customer satisfaction. Proactively addresses performance issues when indicated and administers policies, decisions, & disciplinary actions with consistency. · Identifies trends and issues in nursing practice and administration. Develops, implements, monitors and evaluates nursing care delivery. Participates in the planning, implementation, and evaluation of clinical programs and services. Ensures that all nursing and patient care services are provided in compliance with all applicable standards and requirements of TJC and all other federal, state, city, and regulatory bodies. Maintains effective working relationships with department heads in coordinating day-to-day patient care services activities. Maintains effective working relationships with all unions. · Serves as a leader for operations and success of the patient care units, to include the care delivery model, continuing education, to include staff and leadership development and competency programs, standards of care, policies and procedures. Develops and implements the overall nursing strategic plan consistent with system policies and objectives, in order to provide continuous nursing care and services. · Develops effective working relationships with key stakeholders and operational leaders. Manages organizational relationships in a way that builds and maintains a climate of trust and inspires commitment from other to achieve organizational goals. · Directs and delegates the development of nursing policy, procedures and standards, establishing objectives, determining methods for achieving objectives and evaluating outcomes, with emphasis on patient safety, just culture, risk management and infection control. · Participates in organization-wide goal setting, communicates organization wide objectives and stays focused on organizational objectives. Participates in the development, implementation and maintenance of quality assurance and improvement program through evaluation of services rendered, quality improvement, patient visits and hospital rounding. Promotes an outcomes measurement orientation. · Drives process improvements focused on innovative care delivery and/or operational models designed to improve clinical services, outcomes, patient throughput, and patient safety. · Engages senior executives in the assessment and development of the nursing strategy, patient care models and system-wide execution. Works collaboratively with all medical staff and other stakeholders in the identification and fulfillment of quality improvement action plans for clinical effectiveness, development of new patient care programs and resolution of patient concerns related to care. Ensures overall value analysis, standardization and cost-effective utilization. · Evaluates short and long-range equipment needs and supply requirements for nursing care by forecasting service levels and quantity of materials available · Participates in collective bargaining unit negotiations and proceedings, to include grievances, arbitrations etc. REQUIREMENTS AND QUALIFICATIONS: Education/Certification: · Academic degree in nursing required (Bachelors or Master's degree). · Master's degree in nursing or related field required (Health administration, business, public health or management · Active and current registered nurse license in the state of California · Specialty certification of Executive Nursing Practice or Healthcare Administration preferred · Member of American College of Healthcare Executives (ACHE) preferred · Member of American Organization of Nurse Executives (AONE) preferred Work Experience: · 10 years of progressive management experience in hospital nursing; or, Authority and responsibility in a similar size organization, with similar scope and complexity. Knowledge / Skills / Abilities: · Demonstrated competency in nursing practice, administration, financial management, and personnel management. · Ability to effectively communicate and constructively deal with stress and conflict. · Evidence of leadership, creativity, integrity, initiative, and problem solving. · Evidence of the ability to plan, implement and evaluate change. · Knowledge of health care labor relations, economics and legislation.
